The Belgian Constitution of 1994 describes the country as a "federated state" composed of different federated entities. The translation of the first 4 articles is self explanatory :

  • Art. 1 Belgium is a federated state composed of communities and regions.
  • Art. 2 Belgium has three communities the French Community (French-speaking); the Flemish Community (Dutch-speaking); and the German-speaking Community.
  • Art. 3 Belgium has three regions the the Walloon Region, subdivided into five provinces; Flemish Region, subdivided into five provinces; the Brussels-Capital Region.
  • Art. 4 Belgium has 4 linguistic areas : the french-speaking area, the dutch-speaking area, the bilingual Brussels-Capital area and the germans-speaking area

This construction has given rise to a pyramid-structure of governments with the federal government, based in Brussels, at the top.
