PICCR?

The PICCR mentioned here probably is the Palestinian Independent Commission for Citizen's Rights (English name; I've no idea whether or not a specific Dutch name exists). I found no article or mention of it in the enwiki, but it is mentioned in the English Wikisource, with this abbreviation. Thus, I know even less about what the "ombudsman PICCR" signifies.
