It's not me saying this, but the editor who created the map: see here. "[T]hese are (roughly) the areas Batanea, Trachonitis, Gualanitus, Iturea - which are the areas which in the early century CE came under the rule of Philip, son of Herod the Great. The reason why this map was included in the article on the kingdom of Chalcis, is that it does show Chalkis (north of the marked area), and that - at least at the time - no other map was available."
