As nobody answers your question, and I am not quite sure about the answer, I will copy your question to the much busier De kroeg, see De kroeg#Are universities government institutions?, in our equivalent of en:Wikipedia:Village pump. I suspect that they are not government institutions, although they are for the most part paid by the government. Intermediate answers given in De kroeg may be in Dutch; if and when consensus is reached, you will be informed about this in De kroeg, in English. There are at least three actions you could take to obtain a good answer:

• Provide your question with more detailed information: why did you ask this, what do you intend to do with the answer, do you need specific information from inside the University, etc. This is especially important, because there also is a law of lower order, the Wet Openbaarheid van Bestuur or WOB, which specifies issues in transparency in much more detail.
• Visit the University web sites; probably all of them have a link with an english version, eg. Universiteit Maastricht in English.
• Although you may not feel confident enough to write in Dutch, you might be able to read our language. If so, your chance of getting an answer is much better when you inform people about this. When difficulties arise, you could always ask for a clarification in English.

Is it a government institution? Not sure, depends on your definition. Being a publiekrechtelijk Rechtspersoon met een wettelijke taak ("legal entity with a task assigned by law") the UM would imho be subject to the provisions of the Wet Openbaarheid van Bestuur. I found two cases were judges found that universities were subject to the Wet openbaarheid en bestuur:

• Case where Wageningen University was requested to give information from its commission on animal experiments
• Case involving Erasmus Universiteit Rotterdam that possessed documents from an investigation on the catastrophic fire in a bar in Volendam.

I think that the Universiteit Maastricht has the same legal status as the Wageningen Universiteit and the Erasmus Universiteit, but I have not checked that.

A complication is, that the judges in these cases referred to Wet openbaarheid van bestuur, artikel 1a, of which item 2 read at the time In afwijking van het eerste lid, onder d, is deze wet slechts van toepassing op bestuursorganen belast met onderwijs en onderzoek op het beleidsterrein van het Ministerie van Onderwijs, Cultuur en Wetenschappen, voor zover deze bij algemene maatregel van bestuur zijn aangewezen. However, the text of item 2 of that article has been changed later. Most likely, however, the Wet openbaarheid van bestuur (Wob) still applies to these universities. I was able to find this, still in vigor today, which expressly mentions in article 2 sub c "Openbare universiteiten als bedoeld in de bijlage bij de Wet op het hoger onderwijs en wetenschappelijk onderzoek", which includes UM. Raising the Flag on Iwo Jima aangemaakt, maar de foto kunnen we helaas niet laten zien. De Engelstalige wikipedia toont de foto als Fair Use met expliciete toestemming (scan van brief staat op Commons) van de eigenaar, Associated Press. EdBever 21 jul 2008 14:47 (CEST)

Is er misschien iemand hier die verstand van kunst heeft en het artikel Jacques Goudstikker wil updaten? Het verwijst zeer sterk naar de situatie van begin 2007 en een aangekondigde veiling van de kunst uit de collectie van deze man, maar daar houdt het op. EdBever 21 jul 2008 10:38 (CEST)

Wist je dat - sjabloon

Wil een moderator dit sjabloon op de hoofdpagina zetten ajb? De Gentse Feesten zijn zaterdagmiddag 19-7 begonnen en duren tot maandagavond 28-7. Ik vermoed dat die nummering "29" slaat op de dag in de maand. Dan zou ik die info over Gentse Feesten liever zien in sjabloon 21 (de Belgische nationale feestdag 21-7: de GF beginnen altijd de zaterdag ervoor en eindigen de tweede maandag.--RobSchop [geef een gil!] 21 jul 2008 16:04 (CEST)
